Things like bolt cutters, secondary targets, guard uniforms, and grappling hooks spawn in different locations each time. They have set spawn locations but they aren't going to be in the same ones every time. Keep moving using the wooden bridges to progress through the area until you enter a long tunnel. Follow the tunnel all the way to the other exit. On the other side, an enemy will ambush you. There's only one guard patrolling there so it's very easy to get out undetected. Head south and swing by the south side of the compound. You don't even have to leave the boat, just drive over the general area and the notification that you've scoped the drainage tunnel should pop up. Pavel will mention it as well. .
