Old World Blues adds a new map to explore. It's also got a large variety of hard level creatures. Best to save it for later on. Around level 20 or so. And Lonesome Road is kind of the ultimate of all the DLC's. It's the hardest and most story heavy by far. Don't go in till you're around level 35 for your first time.
They can be done in either order because of this, but DM will retain more mystery if you do it before OWB. So, to summarise, the DLCs, IMO, can/should be played in any of the following orders: HH > DM > OWB > LR (my personal favourite order) HH > OWB > DM > LR. DM > OWB > HH > LR.

For the Fallout 3 Ultimate Edition, I used to launch my game using FOMM (fallout mod manager). It basically deactivates the DLCs that you dont want. For NV Ultimate edition, I just played along with everything loaded at all times. All the extra guns and quests were not a big problem for me. I checked online to confirm which quests were for DLC

Which game has stronger DLC? New Vegas has the best DLC hands-down. FO3 has only 2 DLCs worth playing (Broken Steel and Point Lookout) and even then they can be somewhat underwhelming. Broken Steel is an extension of the main FO3 story and the only one that raises the level cap, so it is pretty mandatory, but only because it makes the game longer.
